The basic factor towards creation of that task is, needless to mention, man and his work in widest sense. More precisely it is essential “biological capital” with quality education; skilled people, cadres. So, the basics are science and skills. Setting and establishing of justified, planned efficiencies is a result of concrete actions of people in given space and time. That can solely insure knowledge and expertise. The carriers of knowledge and creative work are outstanding cadres: researchers, experts, analyst strategist. They provide for critical spirit and rigorous choice of all the important sources for judgements in use of perceptions in achieving the tasks. To that, we must add necessity of high level of consciousness and responsibility for commitment and implementation, but also for failing. Only that kind of people can insure prosperous type of knowledge. That is why transition and economic growth is not possible without creating new cadres and return of educated cadres, who left our region for further advancement or efficient performance before or during the war. The additional task is creation of conditions to stop the drain of that “capital”. In less developed countries and in the ones that are in transition, reconstruction or development, it is evident that human element is in defect, particularly its quality as opposed to the natural resources or even financial capital. Therefore, first and foremost we must ensure the quality of cadres as intervention element in transition and development. That is a guaranty to carry out changes and progress in economy and society. After all, democratic structure of human activity is possible only when knowledge has general importance. True democracy is possible only when there is a free public that can be addressed by learned and skilled people. From the economic point of view, education is investment into “human capital”, and researches confirm that from all the investments the most valuable one is investment into people. By stated claims, which are scientifically confirmed, we have presented the essence of necessity to found International University “Philip Noel-Baker” in our region, but at the same time we specified the aim which the University must achieve. Our society and our country is “hungry” for highly educated cadres, but particularly for those which characterise significant need for human personality; there isn’t a critical mass of highly educated individuals with high level of consciousness and responsibility for what they do and achieve. The International League of Humanists with its mission undertakes this historic task for Bosnia and Herzegovina and the wider region. The objective of establishing the international university which will carry the name of Noble Prize winner Philip Noel-Baker, one of the founders of International League of Humanists, is to overcome national segregation as a consequence of war and war and historical background. Appreciating significance which education has for peace and stability, for lasting democracy and co-existence, for overcoming the current disagreements and misunderstanding among nations, the 5th World Congress in Dubrovnik, at the special plenary session, had adopted Decision to establish international university*. With this International League of Humanists takes a task which can be accomplished solely by ILH, by returning confidence into the youth of B&H and wider region that a better quality of life is possible. That will stimulate: a) creation of conditions for young people to be educated without national, religious, ideological, territorial and other differences with respect owns individualities, b) to keep the youth in this region, c) to educate youth from abroad in their native country in the educational contest by world standards, d) education of youth from other countries by the world standards and contents by which they will be exposed to cultural mosaic of this region and e) opening of this region to the wider region and entire world. To accomplish this task the scientist and experts, the members of International League of Humanists from 160 countries are a good guarantee. S. Andrijić Produced by the Expert Commission highly marked and adopted Elaborate on Establishing the International University “Philip Noel-Baker” encompasses higher education in four fields, at four faculties (each with three departments) component of the University: 1) Faculty of Management (General Management; Financial Management; Management of Banking and Insurance) 2) Faculty of Information Technology, Statistics and Actuary (Information Systems; Statistics; Actuary) 3) Faculty of Tourism and Hotel Management (Management in Tourism; Hotel Management; Management in Health Tourism) 4) Faculty for Diplomacy (Economy; Culture and History; Politics and Security) 5) Institute for Research – Scientific Work and Development 1.2. Levels of Education The faculties offer the following levels of education:
In the first three semesters all the students of the University will have common lectures, professors’ collegiums, all from appropriate basic theories such as: information technology, processes of probability and possibility, quantitative models and methods. In the fourth semester the special general contents will be calculated for each faculty. That will insure basic knowledge and preconditions for specialised contents, specializations, which are contained in the final semesters. Each study contains 60% of obligatory contents and 40% of elective educational contents. Elective courses include two groups of courses: a) selected course for specialization, and b) general selected course. 1.3. Studying System The University is founded, organised and begins its work with the studying system which comes from Bologna Declaration. 2. STUDENTS AND PROFESSORS 2.1. Students Requirement for admission of students at the University is completed a four-year secondary school. Selection of beginners is based on results obtained in high school, qualification exam and interview which will show professional tendencies of a candidate. The University is international and it is expected that the students come from Bosnia and Herzegovina, the region, Europe and less developed countries. The curriculum, studying system, studying conditions, informative and formal value of degrees are particularly challenging for the candidates from the countries in transition. 2.2. Professors and Associates Full, part time and visiting professors will conduct and lead the lectures. Selection of permanent professors, including their academic status shall be done in accordance with the legal regulations. The visiting professors, no matter where they come from, must possess professorship. There will be exchange of professors from other universities in Bosnia and Herzegovina but also from abroad. It is expected that significant number of the scientists, the members of International League of Humanists, will be guests at the University. Special attention will be paid to selection of associates: assistants and senior assistants. Apart from their expertise, the candidate’s personality and character will be also considered. 3. ORGANISATION OF EDUCATION PROCESS The components of educational process are: lectures, practical work, discussions, seminar works, presentations and tests. The subjects are completed in a semester and they will have 90, 75 and 60 teaching hours, including all the forms of teachings. Five subjects will be studied in one semester. 4. SPACE AND EQUIPMENT It is prescribed by the international standards for higher learning for educational process that a student requires 1 m2. Therefore, the university requires some 20.000 m2 for its operations. The Government of Sarajevo Canton will provide the premises and the location of former Forestry School in Ilidža for the University Campus.
